  • As a member of a response Senior Management Team, play a leadership role in the overall management of emergency responses.
  • As a member of the response Senior Management Team, demonstrate the behaviours that are consistent, Vision and Values and ensure their broader application by staff across the response;
  • As a member of the response senior management team, ensure a conducive and productive work environment; implement country office workplace & diversity agenda for staff in the response;
  • Contribute to the wider country programme agenda;
  • Access global policies, procedures and technical resources which will support the country office technically or operationally;
  • Carry out the responsibilities of the role in a way which reflects commitment to safeguarding children, in accordance with our Code of Conduct and Child Safeguarding Policy.
  • Lead on country or regional level strategic operational planning and reviews, in line with the Country Strategic Plan International global guidelines.
  • Take overall lead to ensure integrated logistics, finance and awards advisory support to field offices/programmes to enable effective and efficient project implementation according to donor guidelines and International minimum standards
  • Oversee creation and implementation of effective finance and awards management systems at field office level, in liaison with the Finance Manager.
  • Take overall lead in compiling country programme quarterly and annual progress reports against the annual operational plan and reports on country programme minimum standards
  • Oversee creation and implementation of effective safety and security management systems at field office levels, ensure that these are updated and revised at regular intervals and that new programmes are built around security considerations
  • Oversee effective functioning of logistics systems to procure, store and distribute stock, supplies and services for the timely delivery of project objectives at national level. Coordinate with Deputy Team Leader from Programmes to ensure that programme supply strategies are in place.
  • Work with Deputy Team Leader for Programmes to overse institutionalisation of project M&E systems to ensure timely and effective delivery of projects activities and outputs as well as appropriate accountability to donors, communities and children., with support of the Deputy Team Leader for Programmes
  • As a member of a response Senior Management Team, play a leadership role in the overall management of emergency responses.
  • In coordination with the Team Leader and Deputy Team Leader for Programmes ensure the preparation of timely programme and donor reports on project activities in compliance with internal requirements and any relevant external donor requirements.
  • Take overall leadership on ensuring operational staffing needs (both national and international) for emergency programmes are met. This will include leading on staffing structure, recruitment, and performance management.
  • Ensure that key international commitments such as Red Cross Code of Conduct, Humanitarian Principles, CHS and Grand Bargain, are built into the response and sector minimum standards (such as INEE or CPMS) of humanitarian relief are maintained
  • Coordinate Regional Office teams to ensure that operational backstopping support is in place

  • Colegiado/a.
  • Licenciatura/Grado o Máster o Doctorado en CC. Políticas o Sociología.
  • MA / MSc level in a relevant subject or equivalent field experience
  • A high level of written and spoken English, in addition to any of the following languages: French and Arabic
  • Substantial and very significant experience of working internationally in humanitarian programmes
  • Previous experience of managing programme teams in large-scale first phase emergency response is essential
  • Previous experience of managing a large multi-sector, multi-national team
  • Previous experience of programme management across multiple locations
  • Experience of managing multi-donor, multi-site programmes (including ECHO, DFID and OFDA) of USD 5 – 10m
  • Security management experience across a large programme.
  • Demonstrated ability to set up operational management systems in a large complex programme
  • In depth knowledge and experience of supply chain systems and requirements in a multi field office, multi programme setting
  • Experience of supporting M&E and beneficiary accountability systems in large complex programmes
  • Proven ability of mentoring and coaching
  • Experience of senior level representation
  • Experience of developing and negotiating successful partnerships with institutional donors
  • Ability to write clear and well-argued assessment and project reports
  • Excellent communication skills
  • Proven ability to influence change at an operational and strategic level
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy.
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Experience of international media representation and advocacy
